Michigan Enforces Action Against Unlicensed Offshore Gambling Sites

On April 2, 2025, the Michigan Gaming Control Board (MGCB) issued formal cease-and-desist notices to Lucky Tiger Casino and Rich Palms Casino, both of which were found to be operating illegally in the state. These online casinos, which are managed by Alistair Solutions NV and based in Curaçao, have been offering a range of casino games, including video poker, slots, and table games, to Michigan players without the necessary state authorization.

Henry Williams, the Executive Director of the MGCB, made it clear in a statement that the agency is taking a strong stance against illegal gambling in Michigan. “This agency has zero tolerance for illegal gambling. We will continue to exercise our regulatory oversight and authority to protect the interests of Michigan citizens and licensed operators,” Williams said, emphasizing that anyone found in violation of the law will face the appropriate consequences.

Offshore Casinos in Violation of Michigan Law

Both Lucky Tiger Casino and Rich Palms Casino are accused of violating several key laws in Michigan, including the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and the Michigan Penal Code. The Lawful Internet Gaming Act restricts internet gambling to only licensed operators within the state. The Michigan Gaming Control and Revenue Act prohibits any gambling operation that is not licensed by the MGCB, making such activity a felony punishable by up to 10 years in prison or a fine of up to $100,000.

The Michigan Penal Code also broadly bans unauthorized gambling, especially when money or other valuables are exchanged based on the outcome of uncertain events, such as those involved in casino games.

As part of the enforcement action, Lucky Tiger and Rich Palms Casino have been given 14 days to cease all gambling activities in Michigan. If they do not comply, they could face further legal action, including potential criminal charges.

A Pattern of Illegal Gambling Operations

This crackdown is part of a broader effort by the MGCB to clamp down on unlicensed gambling websites that target Michigan residents. The same day the cease-and-desist orders were issued to Lucky Tiger and Rich Palms, the MGCB announced additional actions against several other illegal online casinos. In March 2025, five other unlicensed gambling sites were ordered to halt operations within Michigan.

Williams highlighted the importance of the MGCB’s actions, stating, “We are committed to ensuring a fair, safe, and lawful gaming environment for all Michigan residents. These illegal operators, if left unchecked, pose a significant risk to consumers and undermine the integrity of Michigan’s regulated gaming industry.”

Risks of Unlicensed Gambling Platforms

The MGCB’s efforts are not just about enforcing the law but also about protecting Michigan residents from potentially harmful gambling experiences. The unlicensed casinos under scrutiny often engage in deceptive practices, such as withholding winnings or imposing unreasonable wagering requirements on players. These operators often use enticing payment methods like credit cards, PayPal, and even cryptocurrencies to lure players into their unregulated environments.

In contrast, Michigan’s licensed online gambling operators must comply with strict state regulations that ensure fair play and secure transactions. For example, the state’s legal casinos do not impose excessive requirements on winnings, and they are accountable to both state regulators and the public.

The MGCB strongly advises players to always verify the legitimacy of online casinos before engaging in any gambling activities.
