Android App- Google Developer Account

Hey guys and gals, I found someone to make an android app for my site but he says he cannot publish it to the google play store because real money casino review sites violate their guidelines. Has anyone else ran into this problem?

Yup, I had an app up fro 8 month it gained tons of traffic then they pulled the plug last year, the reason was "Links to gambling sites" the app itself was pure sports

He sent me a list of other places where it can be published through the Android phone, including the Amazon Appstore. I am going to do it get as much mobile exposure as possible.
