I was reading the online version of a local newspaper and found this article to be quite interesting and worth a quick read:

It's about a website that allows students (in the U.S.) to bet on different academic related things. It briefly touches up on how this "skill" type betting is "legal" and also covers a little bit about online poker.

what if I'll bet that i'm failing and i'll fail intentionally - what then?

Then you've wasted thousands of dollars on a course just to win a small bet (they have betting limits that gradually increase over time - but I don't believe you'd be able to place a bet that would win you more than you'd pay for a single college course).
