Any program if you have something to offer them.

They may not publicise this but most will negotiate for a hybrid deal.

Agree with Justred. It is a matter of what quality of traffic you will bring them. If the traffic is good enough, all programs will agree to a hybrid deal.

Btw, CPA hybrid is more common than CPL (unless by lead you meant depositing players).
