Dutch regulated market starts with just 10 operators

Vrijdag 1 oktober gaat de Nederlandse gokmarkt open. Er waren 29 online casinobedrijven die direct toen dat kon, een vergunning aanvroegen. Slechts tien daarvan krijgen ook daadwerkelijk een vergunning waarmee ze op 1 oktober legaal online mogen in Nederland. Dat zei Kansspelautoriteit-voorzitter René Jansen in de uitzending van Nieuwsuur over online gokken.

Na de reportage over online gokken met praktijkvoorbeelden en de twee vertegenwoordigers uit de branche, ontving Nieuwsuur-presentatrice Mariëlle Tweebeeke Kansspelautoriteit-voorzitter René Jansen in de uitzending.

Bijna twee-derde van de online casino’s doorliep de procedure niet op tijd succesvol

René Jansen deelde voor het eerst de informatie dat tien bedrijven een vergunning gaan krijgen om vanaf 1 oktober een legaal online casino in Nederland te beginnen. Sinds 1 april konden bedrijven een vergunning aanvragen; deden ze dit voor 15 april, dan maakten ze kans om direct bij de start op 1 oktober live te mogen. In totaal deden 29 bedrijven dit op tijd maar daarvan heeft dus bijna twee-derde de vergunningaanvraagprocedure niet op tijd succesvol doorlopen. Jansen ging niet specifiek in op de elementen waarop de 19 bedrijven die er niet op 1 oktober bij zijn, gefaald hebben. De Kansspelautoriteit publiceerde na de uitzending een artikel op haar site met daarin dezelfde informatie.

Pas deze week wordt bekend welke bedrijven een vergunning krijgen om op 1 oktober legaal online gokken aan te mogen bieden in Nederland. Morgen spreekt René Jansen tijdens de conferentie Gaming in Holland maar het mag niet verwacht worden dat hij voor of tijdens zijn keynote-speech aankondigt welke bedrijven een vergunning krijgen.

Bekende partijen die tot die groep van tien zouden kunnen behoren, zijn onder andere Holland Casino Online, TOTO, Fair Play Online, Jack’s Online, bet365, ZEturf, en GGPoker.

Tweebeeke vroeg Jansen in de Nieuwsuur-uitzending ook waarom online gokken überhaupt gefaciliteerd moet worden. Jansen antwoordde dat er nu al illegaal gegokt wordt, en dat daarop geen toezicht mogelijk is. Met invoering van de Wet Kansspelen op afstand wordt dat wel goed mogelijk en bovendien heeft de toezichthouder nu meer instrumenten om het illegaal aanbod het leven zuur te maken.

Well-known players that could belong to that group of ten include Holland Casino Online , TOTO , Fair Play Online , Jack's Online , bet365 , ZEturf , and GGPoker .

Tweebeeke also asked Jansen in the Nieuwsuur broadcast why online gambling should be facilitated in the first place. Jansen replied that illegal gambling is already taking place, and that no supervision is possible. This will become possible with the introduction of the Remote Gambling Act and, moreover, the regulator now has more instruments to make life miserable for illegal offerings.

The Gaming Authority has been able to impose fines for some time. But, Jansen admitted, not all companies pay those fines. He had a critical word about the situation in Curaçao, where supervision leaves much to be desired.

Another regulator to add to the list of countries who will claim to regulate the market for concern of the players when all they want is just a piece of the pie.
