As far as the 'how to play' - you need to do research and give credit where credit is due. For example, you can paraphrase something from a book, but without proper credit you will get sued. With a website, you would need validation from the author that you can use his/her content.
I really don't know of any, but mainly because I write (or have written by someone) all of my content. The only places I know of that allow you to use their content are affiliate programs themselves who will write reviews for their casinos and games.
Most places will not allow you to make commissions off of yourself. You may get away with it at some, but they can close your account and confiscate your real earnings in most cases (according to the terms and conditions)

Quite a few affiliate programs have it in their T&C's, but overlook it in practice. It protects them from those who would sign up as an affiliate ONLY to get back a percentage of their losses.
