Is geo targeting with adverts fully accomplished via their marketing side?

You can do it yourself - we use maxmind + openx to do this. You might want to invest in a part time helper who is familiar with this however if you are asking these types of questions. Some affiliate programs do this in-house (for example Bovada)... bettingpartners.com

Although majority of casinos recognise visitors country or browser language and shows website version related to that not all have affiliate programs with geo-targeted banners in their portfolio (Unibet have, Ladbrokes have ...both rogued so maybe is better to do your research)
