i think urls should be a personal request, so they can be vetted.. increasing amount just means more spam to get the 15

Where?

I agree with Frank, if a page ends up getting to many links, to many links to unrelated content or to many links of poor quality, not only will it affect your site, but will also cause harm to the quality sites you link to.
