Not able to link - What's wrong?

When I try to link out to an SEO article on Moz.com, I get told that I'm not permitted to post links. Does that mean I have a block on my acccount, or is the "add link" function obsolete for all users?

I've been a member for about 9 months, and I've contributed at least a half decent amount of energy.
