Not sure what 0815 means but I can probably infer what you're getting at...
The fundamental problem is that sites that sell links to you to will sell them to other people, so most sites that sell links tend to get oversold. And those that have strong money making sites don't want to sell links on them.
In theory the way to do it would be exchanges between strong money making sites as both parties get something decent out of it, but in reality everyone wants links to their money site and offer links from a bunch of junk.
Gives very bad websites with no traffic and rankings. The good websites often do not sell links. And I agree with you. The websites that sell links often sell way too many links and get penalized by Google over time. So almost impossible to get a link from good sites....
