Finland’s government has approved a major gambling reform, shifting from a state monopoly to a competitive licensing system set to begin January 1, 2026. Under the new framework, Veikkaus Oy will retain its monopoly on lotteries and physical gaming, while sports betting, online casinos, and digital bingo will be regulated through licensing. Horse racing betting is also moving to the competitive market. The reform aims to reduce gambling-related harm and boost market channelization. While some advertising restrictions remain, the law introduces business-friendly changes, with a 22% tax rate and allowances for bonuses, creating a more flexible gambling environment.
