They don't need to voice anything.
It wouldn't make any sense for them to stop a CPA plan and move to revenue share if you were bringing quality players.

I am not protecting the OP here, as if all players were refunded then sure no CPA need to be paid for them.
But in general yes of course, if someone doesn't like the quality for the traffic (and they agreed on CPA), for sure they need to voice it. If i am working on CPA, i am working on CPA until the program update me otherwise. What over way i can know.
and also it is possible that program stops CPA even for normal traffic - not willing to risk, not willing to wait for players to play, or just simple shaving.
Now, i do not refer to this case in particular as from what it seems TOP1 refunded all players and offered a fair solution, but in general your comments might come back and bite you in case of some fraudulent program (again, not referring to TopOne)
